Disabled parking badge

A disabled parking badge (contrassegno di parcheggio), also known as a “H Permit”, allows persons with impaired or significantly reduced walking capabilities, to park in designated spaces and drive in restricted traffic zones.

Personal use
It's not connected to a particular vehicle, but to the holder
Validity
It is valid in all EU countries, has a maximum duration of five years
Renewal
The parking badge can be renewed if the holder continues to be eligible

To apply for a disabled parking badge, you must first request the medical board at your ASL to evaluate your medical condition. You will then be given a certificate, free of charge, to be attached to the application submitted to your local authority. 

 

You do not need a medical assessment if you belong to one of the following groups:

  • you already have a certificate, issued by either your ASL or INPS (under Law No. 104/92, or Law No. 102/2009, respectively), according to which your walking capability is “impaired or significantly reduced”
  • the civil invalidity or blindness assessment report indicates that you:
    • have legally qualified for civil invalidity status and are unable to walk without permanent assistance
    • are totally or partially blind, or severely visually impaired (Law No. 138 of 3 April 2001)
    • have officially qualified for civil invalidity due to upper limb disability, hold a special B driving license and have a disability rating in excess of 66%
    • have an intellectual or mental disability.
You can also apply for a temporary parking badge if you are temporarily unable to drive because of an accident or illness.
Puglia Region has introduced new medico-legal assessment guidelines regarding eligibility for a disabled parking badge (Regional Government Resolution No. 1531 of 18 November 2024).
