Thanks to regulations aimed at ensuring inclusion, safety and respect for individual abilities, people with disabilities or affected by certain medical conditions can practise recreational boating. A nautical license is issued based on criteria assessed by the local medical board (CML), which is responsible for determining whether a disabled person can be licensed to safely pilot a boat.

Following the entry into force of Decree No. 146 of 29 July 2008 of the Minister of Infrastructure and Transport, the Category C boat license was created for individuals with certain physical impairments who are not eligible for a standard license (Categories A or B).  

This license, which is issued by the Harbour Master's Office (Capitaneria di Porto), the Driver and Vehicle Licensing Agency (Motorizzazione Civile) or the District Maritime Office (Ufficio Circondariale Marittimo), allows the holder to safely pilot sail- or engine-powered boats up to 24 metres in length, thanks to specific technical and health requirements.
However, to obtain a Category C boat license, the following is required:

  • the presence on board of an adult, as a guest, who can steer the boat and ensure the safety of those on board;
  • the installation on the vessel of an electronic device capable of detecting if a person falls overboard, deactivating the autopilot and stopping the engines. 

How to apply for a special license

Annex 1 of the Decree lists the medical conditions that do not disqualify an individual from applying for any type of boat license, provided that they can ensure safe navigation. These include diabetes and cardiovascular disorders. 


The next category comprises conditions and impairments for which only a category C boat license can be issued. These include anatomical or functional impairments of the limbs, encephalitis, multiple sclerosis, myasthenia gravis and nervous system disorders. 

Validity of special licenses

The validity period of boat licenses varies depending on the type. They are generally valid for ten years from the date of issue or validation. However, category C licenses for disabled persons have a limited duration, in accordance with the requirements of the certificate issued by the local medical board.
